Minister Emma Lee Watts-Hogans was born May 13th 1940 in Blountstown, Florida to the late Amos and Lillie Reed Watts. She was preceded in death by her brother, Arthur Watts. She attended Bay County Schools and was a member of the Rosenwald Class of 1958.
She met and married Ozell Spates, Sr., and to this union two children were born, Ozell Spates Jr. (Myong) of Clarksville, Tennessee and Martha Spates of Panama City, Florida.
In September of 2007, she married Bishop Frank Hogans, Jr. She became the First Lady of the Bainbridge and Apalachicola Districts First Born Church of the Living God. Minister Hogans was a faithful member and teacher of Sunday School. Also, was a member and treasurer of Thompson Temple First Born Church of the Living God Choir. She was a former treasurer of the NAACP, the former president of the local chapter, Floridian Club and member of the National Floridian Club. She worked hard and became a director for Mary Kay Cosmetics.
Minister Hogans was a Licensed Practical Nurse by profession at Bay Medical Center in Panama City, Florida. She was very active in other organizations.
She leaves to cherish her memories a very devoted and loving husband, Bishop Frank Hogans, Jr.; sons: Ozell Spates, Jr. (Myong) of Clarksville, Tennessee and Frank Hogans III (Frances) of Houston, Texas; daughters: Martha Spates of Panama City, Florida and Alice Padilla (Al) of Houston, Texas; one sister, Margret Brown (Eugene) of Panama City, Florida; grandchildren: Shannon Spates and Cedric Dawson of Severn, Maryland and Tony Spates of Clarksville, Tennessee; one aunt: Lola Nealy of Blountstown, Florida; sisters-in-law and brothers-in-law: Martha Mason of Detroit, Michigan, Annie Britt (Clyde) of Denver, Colorado, David Spates of Panama City, Florida, Shirley Brown of Salt Lake City, Utah, James Phillips (Joyce), Earyn Salter, Elviria Bulger (Allen) all of Detroit, Michigan; special friends: Linda Watkins and Jimmy of Saint Petersburg, Florida; childhood friend and classmate, Ruby J. Wilson; a host of nieces, nephews, cousins, other relatives, and friends.
